GitLab CI Template creation

A GitHub Action template exists, but there is no equivalent for GitLab. I propose creating a GitLab CI/CD template to best serve the community and easily import OSV scanners into the GitLab pipelines. 

OSV-Scanner is a great tool and will significantly benefit many projects on GitLab.

OSV-Scanner already outputs in JSON format. GitLab provides guidance on creating a security scanner template that can be re-used and added to other projects. They already include many integration templates for other security tools.
